CERTEX - New Customs Declaration Service for NI

CERTEX is a new EU system for licence verification in Northern Ireland – it will cross-reference data supplied on a customs declaration with its supporting licence to ensure validity and accuracy.

Once implemented, COI references on a customs declaration will be subject to verification checks.

If the CERTEX verification check discovers that a valid COI endorsed by a certification body is missing, the customs clearance will be blocked. This also means that any COI which has been replaced will fail these verification checks, as the original reference number becomes invalid.

It is imperative that if a COI is replaced, the reference number is updated within the customs declaration to prevent any costly delays.

The previous issue holding up the implementation has been resolved, and the new go-live dates for COIs in the CERTEX system are:

  • RoW-NI movements – 1st October

  • GB-NI movements – 21st January
